Building Permits
Horton Township follows the Pennsylvania Uniform Construction Code (UCC).
A building permit is required for anyone who intends to construct, install, enlarge, alter, repair, move, demolish or change the occupancy of any building, or erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the uniform construction code.
Unattached structures of 1000 square feet or less do not a require a UCC permit.
An emergency repair or replacement of equipment may be made without first applying for permit, but an individual must submit an application to the building code official within 3 days of such a repair.

Assessment Permit
Anyone seeking the above building projects must also complete a Horton Township Assessment permit. Permits are available at the township office Tuesday through Thursday, 6:30 AM to 2:30 PM. Contact the township secretary for additional information at (814) 265-1622.
Sewage Permits
Horton Township requires a valid Sewage Permit prior to the installation or construction of any dwelling, including mobile homes or structures utilized as recreational cabins.
IMPORTANT NOTE: Building sites for new or replacement dwellings to be served by an existing individual on-lot sewage disposal (septic) systems, including privies and holding tanks, must be tested, field verified and approved by the municipal Sewage Enforcement Officer PRIOR to making an application for a Building Permit.

Highway Occupancy Permit
In some instances, a State Highway Occupancy Permit must be obtained from PennDOT prior to constructing a new driveway entrance to a state maintained road. Contact PennDOT.
